Plus-ones are added to the invited count and decline at the same rate, which is optimistic — an unnamed plus one declines more often than a named guest. If yours are mostly unnamed, put them in at half.
Empty seats are the number worth looking at twice. A venue quotes by the table, so twelve tables of eight and ninety-one guests means paying for ninety-six covers of linen and centrepieces to seat ninety-one people.
